Proficiency of ELLs is measured in California

Proficiency levels among English language learners in California were stagnant at 9% during the 2009-10 school year when compared with the previous year, the results of the annual California English Language Development Test revealed. About 40% of the state's 1.3 million English language learners reached at least the early-advanced level. The test determines students' language-proficiency skill level as well as their class placement.
