Ohio city council faces Saturday deadline for balanced budget

The Cincinnati City Council is expected to approve a 2014 budget this week that could include 84 layoffs, a property-tax increase, a water-rate hike, furlough days and funding cuts. The council, which must approve a balanced budget by Saturday, has spent the past few days debating how to close a $35 million shortfall.
