Odierno: Cutbacks could reduce Army's capabilities

Budget concerns and cost-saving measures should not force the Army to a position where it is unprepared to carry out wartime operations, warns Army Chief of Staff Gen. Ray Odierno. The Army is on track to reduce active-duty force size to 490,000 by 2017 and may face further reductions under sequestration.
