SEC fines Nasdaq $10M over Facebook IPO

The Securities and Exchange Commission has issued its largest fine ever against an exchange, ordering Nasdaq OMX Group to pay $10 million over alleged securities violations related to the initial public offering of Facebook. The SEC cited "poor systems and decision-making." Nasdaq said it would pay the fine without admitting or denying the accusations.
