New York state agencies have been instructed by Gov. David Paterson to adjust their policies and other regulations to incorporate marriages of same-sex couples in places including California, Massachusetts and Canada. The directive stems from a state appeals court ruling that a woman and her partner who were married in Canada are entitled to spousal health benefits from her community-college employer. The new policy means New York would be the only state that doesn't offer equal marriage rights to grant full legal recognition to couples' unions from other jurisdictions.
