Officials in Richmond, Calif., are considering using eminent domain to seize certain homeowners' mortgages in an effort to help the housing sector. However, officials have yet to make their case that doing so will help as intended, this editorial says. "Before Richmond proceeds, it must demonstrate that homeowners with pooled mortgages have a harder time refinancing.
