Cotton & Co., an independent accounting firm, cited mismanagement and obstruction in the House of Representatives' Office of the Chief Administrative Officer. The findings resulted in the House partially failing its 2009 financial audit and are likely to be responsible for its failure again for 2010. It also adds to the reasons CAO head Dan Beard suddenly quit last summer. Cotton & Co. warned Beard for years that bureaucratic controls, such as those in the Office of Management and Budget, were necessary at the CAO.
