Chef Pedro Alarcon, owner of La Casa de Pedro in Watertown, Mass., has opened a second restaurant, Pedro's Fine Latin Cuisine, in Billerica. "If you are unique, people will find you," he said of his choice to focus on food, hospitality and the restaurant's interior instead of relying on the location or the reputation of his older restaurant.
