Should high-school students be allowed to text during lunch?

Despite bans on text messaging during class in many Washington, D.C.-area schools, students often do it anyway, leading a Montgomery County, Md., student to propose allowing students to text during lunch. The county's school board is expected to decide whether to give the district's high-school students the privilege.
