HHS stands by plan to delay choice in SHOP exchanges

HHS confirmed on Friday that it will delay an Affordable Care Act provision on small-business marketplaces until 2015, as it is still too complicated to be implemented immediately. Under the SHOP Exchange, small business will choose a single plan to offer their employees when it opens Oct. 1. Employees won't be able to choose for themselves until 2015. But small businesses in states that will operate insurance exchanges are likely to have more policy choices, said John Arensmeyer, head of the Small Business Majority.
