States would get ozone-plan flexibility under draft EPA regulation

The Environmental Protection Agency is proposing allowing states to submit a full plan for improving ozone air quality within 30 months instead of submitting a plan in parts by various deadlines. The proposed rule would also end use of the 1997 ozone standard in favor of the 2008 national ambient air quality standard.
