The Senate is considering a bill that would require chemical plants to pay for the right to emit carbon dioxide and other greenhouse gases. Proceeds would go to consumers as rebates and to fund sources of renewable energy. Some Republicans oppose the measure and say it would put U.S. companies at an international disadvantage. The debate is expected to last a week.
