Phone ruling a victory for Bells

The U.S. Court of Appeals on Friday denied a request to delay a March ruling that threw out an FCC requirement stipulating local phone companies must lease their lines to competitors at government-mandated rates. Lawyers representing the regulators and companies seeking the delay said they would ask the U.S. Supreme Court to issue a stay to stop the expiration of the old rules.
