Ind. lawmaker to roll out alternative climate bill in Senate

Sen. Richard Lugar, R-Ind., is expected to unveil legislation today that aims to curb U.S. dependence on foreign oil while reducing greenhouse-gas emissions. Lugar said he hopes that his proposal, which does not have a cap-and-trade mechanism, will have a better chances of attracting bipartisan support than the comprehensive climate-and-energy legislation authored by Sens. John Kerry, D-Mass., and Joe Lieberman, I-Conn.
