Appeals court upholds Mayor Bloomberg's livery taxi plan

A New York state appeals court has upheld the legality of Mayor Michael Bloomberg's proposal to allow livery cabs to offer street-hail services in the New York City boroughs outside Manhattan. Only the city's 13,287 yellow cabs will be allowed to accept street hails at the airports in Queens and in Manhattan below East 96th and West 110th streets.
