Proposals are aimed at improving NYC's emergency response

The New York City Council has introduced proposals that are intended to enable the city to better respond to storms and other disasters. The measures would require backup generators for traffic signals and add provisions regarding emergency shelters. "These bills address key issues that are vital to protecting New Yorkers," council Speaker Christine Quinn said in a statement.
