SEC's stock market "circuit breaker" to begin today

The Securities and Exchange Commission has approved a "circuit breaker" for stock markets, with trading exchanges implementing the rules as early as today. The rules, which are designed to contain volatility of individual stock prices, will be tested for six months. "[T]hese new rules will ensure that all markets pause simultaneously and provide time for buyers and sellers to trade at rational prices," SEC Chairman Mary Schapiro said.
