Minn. city council wants citizen panel to determine pay

The Rochester, Minn., City Council has asked the city attorney to draft an ordinance that would create a commission of citizens who would set salaries of elected officials, after councilors expressed reluctance at setting their own salaries or granting themselves a raise.
