The environment would benefit more from the approval of TransCanada's Keystone XL pipeline than it would from the project's cancellation, said Sen. Heidi Heitkamp, D-N.D. Pipelines are the safest way for oil sands deliveries, the lawmaker said, citing a State Department report that determined rail would be used for crude oil transports should Keystone XL fail to gain clearance.
