Small carriers may play important role in exchanges

Small health insurance companies that cater to clients of state Medicaid programs are likely to assume a larger role in some public insurance exchanges, experts say. The smaller carriers are "going to be important players in the exchanges that are going to attract a significant low income and modest income population," said Linda Blumberg of the Urban Institute.
