Pa. city council aims to change tax abatement

The Philadelphia City Council has voted to amend a 10-year property-tax abatement for new construction. The measure would take effect in 2015 and would cap abatement at $500,000 and decrease the amount from 100% to 0% in the last five years. Some say the change would discourage housing that draws people to live in the city and that has helped reverse population decline.
