Toronto's green roof law sparks controversy

Some developers in Toronto oppose a new law that requires some new buildings to have green roofs. Opponents say the rule could add $177,000 to the cost of a new building. However, supporters of the measure say the green roofs will reduce water runoff, save energy and reduce heat penetration in the summer.
