Appeals court: NLRB can't require employers to post notices

The National Labor Relations Board does not have the authority to issue a rule requiring employers to post notices explaining workers' rights, according to the 4th U.S. Circuit Court of Appeals. "There is no general grant of power to the NLRB outside the roles of addressing [unfair labor practice] charges and conducting representation elections," Judge Allyson Duncan wrote.
