National Security Agency chief James Clapper told lawmakers in March that the NSA wasn't collecting data on millions of Americans -- a claim contradicted by subsequently leaked reports. The damage done to Clapper's credibility should serve as a warning to other leaders who are tempted to massage the truth, writes Scott Eblin. "[W]hen the leader is exposed as being less than truthful, trust in that leader can take a hit," he writes.
