Texas district's parents show support for elementary language program

In a recent survey, a majority of parents -- 91% -- of students attending Highland Park Independent School District in Dallas said they believe elementary school is an ideal time to start teaching students a second language. The overwhelming results of the survey have inspired school administrators to move forward with a plan to start a foreign language program for its elementary schools.
