Proposal focuses on loss-absorbing debt at EU banks

A proposal from the UK, Finland and the Netherlands would force major EU banks to reach a minimum target for issuance of loss-absorbing debt. The nations have called on other EU states to include the target in rules for systemically important financial institutions. National regulators would be charged with drawing up rules for smaller banks.
