Sexual violence against women is a commonly used military strategy in places like Darfur and the Democratic Republic of Congo, Ines Alberdi, executive director of the United Nations Development Fund for Women, writes in a letter to The New York Times. The Security Council debate starting Thursday on the issue is a chance to start tackling the problem, she writes.
