ACA exchanges need to allow easy payments, HHS says

HHS issued a proposal that would require health plans involved in the online marketplaces to provide households without credit cards or bank accounts with easy payment options such as reloadable prepaid debit cards, money orders and cashier's checks. Low-income working families "should not be unable to access coverage merely due to the inability to pay their share of the premium," according to the proposal.
