Texas offshore spills have declined over the years, officials say

The Texas General Land Office noted a drop in offshore oil spills in the state over the past 10 years, although the office still responds to at least one incident in Houston a day, officials said. Improved safety measures and caution are among the reasons for the decline in such incidents, officials said.
