The government can't persuade people to make healthier choices if they don't want to, and a report says a lack of options or information isn't the issue behind most Americans' decisions, Carrie Lukas writes. "In fact, too much alarmism and conflicting advice about potential dangers may be getting in the way of healthier living," she writes.
