New Arizona law targets HOAs

Arizona homeowners associations have less power over their communities after Gov. Jan Brewer signed a campaign-finance bill into law that has several stipulations regarding planned communities. HOAs are no longer able to limit the number of political signs in a resident's yard or perform background checks on potential tenants, and local governments cannot force developers to establish homeowners associations.
