Small-town HOAs unite to fight proposed big-box store

Nine homeowners associations in Northbrook, Ill., near Chicago, have banded together to stop a proposed Wal-Mart from being constructed in the village. "Crime, clutter, intense light and noise have followed Wal-Marts where they've been built. This is a residential area in a suburb, not a city. We will lose our lifestyle," says Irwin Rosenberg of the Northbrook East Homeowners Association.
