HHS issues final rule, clarifies exemptions to ACA mandate

HHS on Wednesday released a final rule outlining an array of circumstances that enable individuals to be exempt from the Affordable Care Act's mandate requiring them to have health coverage. Exempted circumstances include non-expansion of Medicaid eligibility in a state, high costs of an employer's offered family coverage, unavailability of a plan in specific areas of the state and illegal immigration status.
