Proposed Pa. legislation could change subcontractors' rights

Amendments to Pennsylvania's mechanics' lien law under consideration by the state Senate could have many effects on the construction industry, according to two attorneys. The proposed changes would establish an online database of registered projects, contractors and subcontractors that could limit the number of potential lien claimants, the attorneys write. The changes also would require subcontractors to stay abreast of the registered projects and to file notices of furnishing within 20 days of beginning work or providing materials.
