EU finance ministers work out deal on bank bail-in

EU finance ministers have agreed on a blueprint for closing or rescuing troubled banks. Shareholders, bondholders and wealthy depositors would share the burden of a rescue. "For the first time, we agreed on a significant bail-in to shield taxpayers," Dutch Finance Minister Jeroen Dijsselbloem said. European leaders are set to meet today to review efforts toward implementing a banking union.
