More than half of the top 100 federal small-business contractors were actually big firms, a report by the American Small Business League found. The study questions the Small Business Administration's report that 22.7% of contracts went to small businesses. "Small business are getting one-tenth of what they're supposed to," said Lloyd Chapman, president of the American Small Business League. He said the real percentage of contracts going to small business is closer to 5%.
