Powell: Court decision on media rules a "deep disappointment"

Last week's federal appeals court decision overturning Federal Communications Commission media ownership regulations came as a disappointment to Chairman Michael K. Powell, who admitted that rolling all the controversial regulations into one package may have presented some legal obstacles. Powell said the result could have been entirely different had the regulations been evaluated by the U.S. Court of Appeals for the D.C. Circuit.
