Arkansas gays, lesbians allowed to become foster parents

Saying there's "no correlation" between sexual orientation and a child's "health, welfare and safety," the Arkansas Supreme Court has ruled the state cannot prohibit gays and lesbians from becoming foster parents. The ruling upholds a lower court judge, who concluded the state child welfare board should not have tried to enforce public morality by enacting the ban in 1999.
