Lack of bond requirement for developer leaves Ala. subdivision with little recourse

Residents of an Alabama subdivision are upset that their streets are unpaved years after they moved in, but city officials can do little to require that the work be finished, because the project wasn't bonded. The Morris City Council is now considering an ordinance that would require bonds for paving projects. Meanwhile, the developer says he plans to work on paving the subdivision's streets soon, but he doubts whether he will be "financially able" to finish the job this summer.
