D.C. mixed-income project becomes mired in problems

For years, former residents of a now-razed Washington, D.C., affordable-housing neighborhood have been displaced, awaiting the promised new buildings that would integrate low-income housing, workforce housing and middle- and upper-income units. The project has stalled, however, as regulatory issues, mistakes, oversights and loss of priority have shown the difficulties of implementing affordable-housing projects in modern cities.
