Ruling: Board may not immediately close charters over fraud

Florida's Palm Beach County school board did not follow due process to close two charter schools whose administrators purportedly used taxpayer money to lease a BMW and other unauthorized purchases, a Florida appeals court ruled. The board must now pay the charter schools' attorney fees and hold a formal hearing over the schools' closure.
