Have tax credits really prompted hiring?

From February to May, at least 4.5 million unemployed people who had been jobless for at least eight weeks were hired, making those employers eligible for payroll-tax credits under the HIRE Act passed by Congress earlier this year. Critics say the tax credit has had a negligible impact on new hiring.
