Debate continues over what it takes to create jobs

The White House and the business community appear to be at odds over what needs to happen to spur hiring. Businesses contend they aren't hiring because there are too many federal regulations hampering growth. Economists say they believe the lack of hiring might be because of tougher global competition, which means companies hold more money in reserves instead of increasing the payroll.
