Congressional tax writers not finding common ground on multinationals

The Republican chairman of the House Ways and Means Committee and the Democratic chairman of the Senate Finance Committee are struggling with a key issue in their attempt to rewrite the nation's tax code: what to do with multinational companies. Rep. David Camp, R-Mich., favors a tax system that is limited to domestic income and taxes few profits earned outside the U.S. Sen. Max Baucus, D-Mont., supports a system with a farther reach than Camp's proposal.
