Vice President Joe Biden may come across as a jovial, harmlessly avuncular figure, but despite the gaffes and the jokes, he's arguably one of the more effective and powerful veeps of recent times, writes Jeanne Marie Laskas. In a wide-ranging interview, he says he's having the time of his life -- but admits to having half an eye on his boss' job. "I can die a happy man never having been president of the United States of America," he says. "But it doesn't mean I won't run."
