South Carolina district turns to National Guard for substitutes

In Columbia, S.C., the Richland 1 school district is working out a deal with the state Air National Guard that would add about 50 Guard members to the substitute teacher pool for middle and high schools. The Guard members would use their leave time and receive district pay for their time in the classroom, although it's not yet clear whether they'll be authorized to wear their uniforms.
