Concrete liners worth $2.4M now useless to $2B Brightwater project

A 13-mile tunnel that will carry sewage to and treated water from the $2 billion Brightwater sewage plant in the Seattle area is almost done. But $2.4 million worth of concrete liners for the tunnel won't be used. The liners are useless after a tunnel borer got stuck and the replacement machine bored holes a foot-and-a-half smaller in diameter than the borer it replaced.
