Many troops pay out-of-state tuition after returning home

Military veterans whose service commitments forced them to live outside their home states are ineligible for in-state tuition at many public universities once they return home. Congress is considering legislation that would require universities to offer in-state tuition rates to all veterans starting Aug. 1, 2014, but some universities oppose the bill.
