Senators propose "work and return" program

Sens. Jon Kyl, R-Ariz., and John Cornyn, R-Texas, have proposed an immigration bill that would require illegal immigrants and guest workers to return to their country of origin and apply for permission to come back to the U.S. John Gay of the Essential Worker Immigration Coalition said the new proposal doesn't solve the immigration debate, and said his group is offering qualified support for a a different, bipartisan proposal.
