Somali militants prepare restrictions for foreigners

Foreign diplomats, humanitarian groups and aid agencies will receive new instructions on the conditions and restrictions on their work in Somalia, militant group Harakat al Shabaab Al-Mujahideen says in a new decree. The announcement came on the heels of a bold attack on three United Nations offices accused by militants of working against the interest of Somalia.
